Liberia Institute Of Public Administration (LIPA) The Liberia Institute of Public Administration is mandated by the act of the Liberian Legislature to strengthen the administrative functions and professional capabilities of the Government of Liberia and the public and private sectors through trainings of personnel and individual participants. LIPA also executes research of public administration and consults with the purpose of developing maximum utilization of potential sources as it relates to talent and manpower development.
