The fundamental functions of the department of administration include: Human resource management, Fiscal management and control, Procurement management, information technology system management, Logistics Management, General services and maintenance; as well as public relations and marketing. Specifically, the Department of Administration & Management has the following core functions:
The Department of Training and Manpower Development is charged with the responsibility to Plan and deliver all training and academic programs and manage the admission process of all academic and training programs. The Department coordinates training programs for public servants in all its forms (pre-entry service training and on-the-job training) including the provision for basic academic background; such training programs cover a whole range of government positions, and extend in particular to organize broad-based top to bottom in-service training programs for government employees and develop training programs for middle grade and upper level government employee. The Department is comprised of two principal divisions: (a) the division of training – headed by the Director of Training. The training division is charged with the responsibility to Plan and deliver all training and academic programs. (b) Academic Registry – headed the Academic Registrar; the division is charged with the responsibility to manage admission process of all academic and training programs.
The Research and Consultancy Department is a technical arm of the Liberia Institute of Public Administration charged with the responsibility of researching capacity building needs of MACs, conducting end of circle evaluation as well as post training impact assessment. The Department is also a concept builder.
